Education deserves proper funding. Currently, education only accounts for 2.1% of the federal budget. The AACSE strongly believe that the 47 programs eliminated in the President’s budget need to be appropriated for in the appropriations bills.
     The President’s budget creates a $10.9 billion shortfall for special education. The AACSE believes that the federal government must come as close as possible to fulfilling the 40% portion of special education funding that the federal government committed to when IDEA was created. Currently it is only funding 17.1%.
 
    The AACSE believes that Congress should honor the commitment it made to Head Start in last year’s reauthorization. We request that Congress create a $472 million supplemental for FY08 to meet the targets of the reauthorization.

    The AACSE has worked diligently over the last several years on improving school transportation safety. The AACSE worked hard to close a loop-hole allowing the transporting of students in 15-passenger vans. The AACSE continues to work towards eliminating all non-conforming buses. Recently, the Oregon School Employees Association, the AACSE was made aware of transporting of students in motorcoach buses. These motorcoach buses to not have the same safety features as a school bus and do not require the same level of construction that are required in the design and manufacturing of school buses. Motorcoach buses do not have. Among those safety features are stronger roofs that are less likely to crush in a rollover, smaller windows, windows that do not break, safety exits, and nonflammable seats. Congress needs to keep school children safe by prohibiting the transportation of school children in non-conforming buses.
    Funding for Vocational and Technical Education that was stripped from the President’s budget needs to be appropriated for in the Labor, HHS, and Education Appropriation bill.
